Dr. Allione Brings Global Engineering Expertise to LUMS
LUMS recently welcomed Dr. Romano Allione, a renowned electrotechnical engineer, an International Federation of Consulting Engineers (FIDIC) adjudicator, and expert in hydropower, infrastructure, and dispute resolution. Hosted by the LUMS Energy Institute (LEI), Dr. Allione shared insights from his five-decade-long global career in engineering and arbitration. His experience includes leading major projects worldwide, such as serving as Site Project Manager for Pakistan’s Tarbela Dam.
During the session, Dr. Allione discussed the technical and managerial challenges encountered during the construction of the Tarbela Dam, emphasising the innovative strategies he used to overcome them. He also advocated the importance of building a reliable and trustworthy team, stating, “The system should be that you’ve got people—trustable people—working with you.”
Highlighting the significance of understanding geology, evaluating ground conditions, and balancing risks and costs, Dr. Allione discussed construction contracts for tunnelling projects, including design and build, energy performance certificates (EPC), and operation contracts. He also explored the complexities of contract claims, delay management, and the crucial role of dispute boards in resolving issues and ensuring smooth infrastructure delivery.
Drawing on lessons from his extensive career, Dr. Allione remarked how collaboration and proactive decision-making remain central to overcoming challenges. As he aptly put it, “The best thing is to work together in order to achieve the target.” He asserted that these principles will guide the future, ensuring projects are completed efficiently and to the highest standards.
